In spite of apparent youth TatAISenergo is proud of its long
history, treats all generations of colleagues with respect and
care.
The branch of Tatenergo - TatAISenergo (now it is called LTD
TatAISenergo) is founded on the basis of Automation and Information
Technologies Department of the power-company of the Republic of
Tatarstan. A&IT Department, or earlier Communications Service
and Automatic Control System, -sub-unit with more, than 30 years
history.
Initiative of creating the group of computer engineering in the
power system of Tatarstan Republic belonged to chief dispatcher
Mr.Dubitsky, who as a competent and progressive expert was sure
that it is impossible to control power system without computer
engineering. First on computer engineering "NAIRI-2" (Erevan city
production) were manufactured calculations of Tatar power system
for CDS (Central Dispatching System), then calculations of
short-circuit current for Central Service of Relay Protection and
Automation (CSRPA), installation of Underfrequency Load Shedding
(ULS) and Autoreclosing after ULS optimal points of cut
in network. Department staff was not large: it consisted of 5
members.
At the beginning of 1973 on the basis of Order №9 dated on
14.02.1973 the Automatic Control System Department was created.
Mr.Mukhachev was appointed as the head of the Department. Young,
energetic programmers and engineers from the Kazan computer plant,
graduators of the Moscow Power Engineering Institute, the Kazan
Aviation Institute and the Kazan State University were offered a
job as the experts. At the end of the year the Automatic Control
System Department calculated 19 persons.
There were many tasks in power system especially for
operating-technology control. Basic developers of programs were:
the Institute of Electrodynamics Academy of Science of the USSR and
others.
In November 1973 the computer "EVM M-222" was set into
operation, which served not only services and management personnel
departments, but also enterprises, situated in Kazan city. Computer
permitted to render automatic salary accounting, financial and
calculating transactions, basic founds accounting.
From July 1976 running of M-222 is transferred to three shifts
work. On the 1st of July of 1977 the statement about
putting of the first line of automatic control system into
industrial running after careful examination of the Ministry of
Energy of the USSR committee was signed. The head of admission
committee was the chief engineer of Tatenergo Mr.Malov.
Sub-Units of Tatenergo and some enterprises acquired experience
of usage the computer for solving own tasks, what gave the
organizational and technical possibility to make a step to the
following development of automatic control system for 4 years.
The following step in life and development of Automatic Control
Systems Department was the new generation of computers - large
computing machines of the ES line of third generation. They were
differ from those that were manufactured in single standard both at
plants in Russia, and countries of socialist concord
(Bulgaria-disks "Izot", Hungry- monitors " Video-ton",
Germany-ML).
In 1978 the computer "EVM ES-1022" of Minsk Computer Plant was
set in operation. This decision significantly extended circle of
tasks, quantity of staff and quantity of sub-units, which started
actively use calculations on computer in own work. There were more
than 112 programs in running already.
From 1979 in Automatic Control Systems Department a new
specialization appears. In particular is picked out a new direction
- Process Control Systems (PCS).
Absence of remote control and teleprocessing of information
system, connection with enterprises of Tatenergo in real-time mode
limited the possibilities of manual supervision. In 1979 the course
to supervisory control automation on the base of minor master of
the computer "EVM M-6000" was put.
In 1980 the Automated Dispatching Control Systems department
(ADCS) is created and cleanup activities for "EVM M-6000"
installation have been started. In 1981 the single-machine bundled
software "OIK-SV" have been put into commission which operated in
around-the-clock work.
Control of continuous gathering and processing of technological
information provided the team of duty engineers, electricians,
electronics engineers, programmers and the team of telemechanical
engineers of the Means of Dispatching Control Service (MDCS).
On the 30th of November 1983 the statement about
admission to the industrial running two lines of ACS and the first
line ADCS was signed. In that period the Automatic Control System
Department calculated 74 persons.
A direction of rated tasks for economists, accountants and
engineers simultaneously developed either.
From March 1984 the head of the Automatic Control System
Department was Mr.Sivelkin
The first micro computers type of "BK0010", "D-3/28" appeared in
the market from the middle of eighty years. Those primitive
computers found its application at once: jointly with the firm
"KOMTEX" by the Automatic Control System Department devices for
debugging air-circuit breakers, processing of results
chromatographic oil analysis, for debugging voltage regulators
under load were manufactured; gas meter, manufactured controllers
for indication analysis of automatic recorders were created.
On the 17-th of March 1987 an informational letter from the
Major Energy Computing Center about realization of personal
computers in the Ministry of Energy was published. In the face of
programmers was the task of shifting of all programs into personal
computers, learning new programming languages and methods of
programming on personal computers. Little programs were written by
us, large complexes were bought by us. The analysts from the
following cities as Lvov, Saratov, Alma-Ata, Moscow were invited.
So, there appeared the programs: "Etap" for "Energonadzor", "UFRO",
"Basic founds".
In 1994-1997 by group of specialists (Valeriy Golovanov, Dmitry
Yaskevich, Alexander Lonkin) foundations of future processing
solutions are put: building of local computer networks, subscriber
stations and communication net nodes "Electra", reference node at
the Zainsk Heat&Power Plant set into running, net nodes of
"Electra" at the Kazan Heat&Power Plant-1, the Kazan
Heat&Power Plant-3, the Nishnekamsk Heat&Power Plant-1
developed. Total volume of information according to the system
"Electra" in 1997 arranged 5 GB. In 1997 web server "Tatenergo" is
set into running.
In 1995 at potential of branch ADCS, on the basis of the system
"TRACE MODE" Operational Measuring Complex (OMC) was created and
set into running. Now it is difficult to imagine power system
without OMC.
In 1999 on the basis of the ACSD and MDCS the Automation and
Information Technologies Department (AITD) under the direction of
Mr.Bandurin was created. In staff of the AITCD were already seven
special directions, number of which achieved 120 persons. Services
of the AITD of "Tatenergo" provided collection processes,
transportation, storage, information safety and its offer to
users.
From the year of 2000 the IT started to gouge system according
to the Program of development of IT. In capacity of initiator
performed a new head of the AITD - Mr.Fazylzyanov.
2001 is called a year of financial recovery in Tatenergo. It was
taken the Program where in the list of measures enterprise-wide
network of data communications and Systems of Commercial
Calculation of Energy Carriers (gaz, power, heat) took one of the
important places. Within the limits of this program was created a
group for gouging and running tasks of Systems of Commercial
Calculation of energy supplies.
In August 2004 by the order of General Director of JSC
"Tatenergo" the branch "TatAISEnergo" was created. The purpose of
creating lied in foundation of specialized enterprise for data ware
and manufacturing support of all kinds of management processes in
the Company and in other enterprises of power system.
Functions of planning, creating and enterprise systems
development were entrusted onto the branch. Such functions were
assigned as a method direction and control for communication
services activity (MDCS) and automatic control system departments
at power enterprises, conduction of single technological policy in
the field of info communication technologies. Besides, the running
of upright integrated communications, telecommunications, telemetry
and etc lied to the branch. Oleg Karpenko was appointed as the
director of the branch.
In TatAISenergo were included five production services:
●Communications service (Means of Dispatching Control Service -
MDCS);
●System integration service;
●Process control systems Service (PCSS);
●Software service;
●Users support service
In 2005 it was taken the Program of IT development for the
period 2005-2008, determined strategic plan of IT development and
communication system of JSC "Tatenergo". Concrete tasks were set:
to render automatic basic processes of accounting, material
procurement, expenditures calculation, financial and personnel
management, and also coordination of data streams between
information systems in the limits of single information space.
Implementation of the Enterprise Resource Planning System (ERP)
and Electronic Document Management (EDM) and Workflow System for
optimization of document circulation inside of the holding company
and increasing of management quality with administrative-organized
documentation was held in power system with TatAISenergo efforts
exclusively.
In 2006 the Service of Billing Systems of Commercial Calculation
of Electric Power is created in TatAISenergo. And at the present
time in Tatenergo systems of commercial calculation of energy
carriers are put into operation and the Statement about conformity
of electric power commercial calculation system with technical
requirements of wholesale market with conferment of quality set
coefficient received.
Works on increasing of quality information gathering by the way
of implementation of informational systems on reliability of
accounting, load balancing calculation, preparation of software of
losses calculation are being continued now. In the part of
communication and connection development the replacement of
exchange in all branches into modern digit stations Definity is
conducted. All supervisory switches have been changed
simultaneously into homogeneous equipment. In Closed Joint-Stock
Company "Regional Dispatching Department" (RDD) supervisory switch
by Siemens is invoked into running created by new technology and
first installed in Russia. According to the program of development
enterprise-wide network of data communications at present time all
District Current Networks (DCN) and Industrial Districts (ID)
except the basic enterprises of power system are connected. In
accordance with requirements of Balancing Market of Electric Power
upgrade of enterprise -wide network of data communications is
proceeding.
In the limits of power industry treatment conversion of
information technologies of Tatenergo holding company is
continuing. After allocation into separate branch TatAISenergo and
creating on its foundation of autonomous company at enterprises of
power engineering of Tatarstan Republic the Informational Control
Systems Department and the Customer Service in IT are organized
saving vertical control.
Nowadays TatAISenergo is a community of professionals, having a
good command and loving their work, achieving their goal. This is
the community which values the past and thinks about the
future.
